Education/Certification:
Bachelor’s Degree in Accounting
Special Knowledge/Skills:
Knowledge of governmental accounting requirements
Familiar with Financial and Accounting Resource Guide
Knowledgeable in
payroll laws and reporting
Ability to review and to interpret financial data
Strong communication and interpersonal skills
Experience in preparation and maintenance of
accounting spreadsheets utilizing software packages
Experience:
Five years of experience in financial accounting with at least three years of governmental accounting
Leadership and
administrative experience in financial accounting
1.
The Comptroller will
supervise and make recommendations for the Payroll Office to ensure accurate
and efficient operation.
2.
Prepare detailed payroll
budgeting schedules to assist management in their budgeting goals and processes
as well as staffing needs.
3.
Manage and report the
Special Revenue Funds of the District for financial and compliance purposes.
4.
Assist District
personnel in the grant application stage with budget and payroll data.
5.
Oversee the accounts
payable functions within the Finance Department ensuring accurate and efficient
operations.
6.
Ensure the general
ledger is maintained accurately for final reporting purposes and in compliance
with Generally Accepted Accounting Standards.
7.
Develop and maintain
long and short-range goals for the Finance and Payroll Departments.
8.
Make recommendations for
investing district funds in accordance with policy.
9.
Prepare the quarterly
and annual investment reports in compliance with state and local policy.
10.
Review procedures and
prepare internal audit reports as needed throughout the District.
11.
Research, review, and
report on special accounting projects during the year.
12.
Assist in preparations
and schedules for the annual financial audit.
13.
Effectively and
professionally communicate with staff, peers and the community.
14.
Defines and evaluates
job performance for Finance and Payroll staff.
15.
Responsible for the
timely and efficient fiscal year close of the payroll module and setup of the
new year.
16.
Assist with Financial
PEIMS submission ensuring accuracy of data.
17. Seek, accepts and respond to evaluative feedback from other administrators to improve performance.
18. Take the initiative to become more effective in the management of business operations.
19.
Actively seeks out
professional development activities designed to improve performance in
identified needed areas.
20. Conduct oneself in a professional and ethical manner.
21. Perform other duties as assigned.
Mental Demands/Physical Demands/Environmental Factors:
Ability to think clearly in stressful situations, a high stress tolerance required, and work with frequent interruptions. Frequent prolonged and irregular hours and a high physical stamina necessary.
